Russia, China Sign Deal to Expand Legal, Judicial Cooperation
According to a statement from Russia’s Prosecutor General’s Office, the agreement was signed by Russian Prosecutor General Alexander Gutsan and Chinese Justice Minister He Rong following bilateral talks in the Chinese capital.
Russian officials said the memorandum is intended to enhance coordination and establish closer working relationships between the two sides through expanded communication and institutional cooperation.
“Strengthening bilateral contacts, effective work within existing mechanisms of interaction and establishing direct channels of communication play an important role in this,” Gutsan said, explaining the purpose of the agreement.
The memorandum outlines cooperation in several areas, including information sharing, reciprocal visits by officials, consultations, and joint research projects on legal and judicial matters.
Gutsan said the two countries also agreed to improve coordination on international platforms and multilateral forums.
“It is important that we agreed to coordinate positions and our actions on multilateral international platforms,” he added.
As part of future cooperation efforts, the Russian side proposed developing a broader joint program focused on priority areas such as combating transnational crime, advancing digital technologies in law enforcement, and integrating artificial intelligence tools into legal and investigative work.
Gutsan also highlighted the potential role of academic and research institutions affiliated with both countries’ legal systems, expressing confidence that greater educational and scientific cooperation could help achieve “high results.”
The agreement reflects continued efforts by Moscow and Beijing to deepen institutional ties across a range of sectors, including legal, technological, and international cooperation.
